Tim Paone is a Partner and Chair of the Real Estate and Land Use Practice Group at Theodora Oringher Miller & Richman. He guides land development clients through the increasingly complex maze of governmental regulation. Known both for his thoughtful strategic guidance and his hands-on technical expertise, Tim's extensive land use experience covers most aspects of the entitlement process, including the California Environmental Quality Act, development agreements, natural resource issues, the Subdivision Map Act, and the California Coastal Act. For more than three decades, Tim has counseled clients on the entitlement of some of the most complex and controversial projects in Southern California.
Throughout his career, Tim has gathered valuable perspective for his practice by handling all aspects of an entitlement project, such as acquisition due diligence, the entitlement process, and, when necessary, the courtroom defense of project approvals. Tim has gained additional practical insight from service as Vice-President for Entitlement with The Irvine Company, managing entitlement for the company's projects in Newport Beach, the Newport Coast, Anaheim, and Orange. On the public side, he has been a Governor's appointee to the California Law Revision Commission, a planning commissioner, and a planning commission chairman.
Among the many projects throughout Southern California to which Tim has provided services are the Newport Coast (Newport Beach/County of Orange), Bolsa Chica (County of Orange), Shea / Baker Ranch (Lake Forest), Ladera (County of Orange), Ridgeline Equestrian Estates (City of Orange), Newport Banning Ranch (Newport Beach), Mountain Park/Gypsum Canyon (Anaheim), Rancho San Pasqual (Escondido), Sunnymead Ranch (Moreno Valley), One Ford Road (Newport Beach), the Gene Autry Experience (Platinum Triangle, Anaheim), the Santa Monica Place Mall (Santa Monica), and Villa Venetia Apartment Complex (Marina del Rey).
Tim's hands-on entitlement expertise, litigation experience, and practical business perspective combine to create a distinct advantage in the courtroom, resulting in an exceptional success rate in the defense and resolution of challenges to his client's project approvals.

Tim received his BA from the University of California, Santa Barbara, and his JD from the University of Southern California Law School.
